Highlights:

There is a team of trained rice IPM trainers in every one of Vietnam's 61 provinces, and approximately 516,000 rice farmers have graduated from rice Farmer Field Schools (FFS) nationwide.

83% of all Vietnam's rice growing villages have had at least one rice FFS, including 97% of all villages in the Mekong and Red River Deltas (Note: 25-30 farmers participate in a FFS, and one village may have 10,000 or more inhabitants).

4% of Vietnamese farming households have had a member trained in a rice IPM FFS.

Over half of rice FFS in Vietnam and two-thirds of Community IPM follow-up activities for rice FFS graduates are now funded locally. This allocation of local resources for continuing the IPM activites that were piloted with FAO support attests to the value of IPM in the opinion of local people, and is important for the sustainability of the National IPM Programme.

Other Developments:  The Vietnam National IPM Programme has made remarkable progress since the first Training of Trainers (TOT) in rice IPM in 1992, including the development of IPM for vegetable crops, soybean, peanut, tea, cotton, and more recently, sweet potatoes. 

By 1997, four vegetable TOTs had been organised, training 132 trainers. Currently each province has a core group of vegetable IPM trainers capable of designing and carrying out provincial vegetable programmes. Approximately 22,000 farmers have been trained in 802 vegetable FFS supported by the National IPM Programme. By early 2000, an additional 15,000 farmers had been trained in locally-funded vegetable IPM FFS.

Cotton IPM activities are being carried out in collaboration with the Vietnam Cotton Company. By the end of the year 2000, two cotton IPM TOTs had been organized, and nearly 2,500 farmers had participated in cotton FFS. Two or more additional TOTs and a strong farmer-training-farmer programme are planned in support of Vietnam's goal of expanding cotton production into the Mekong Delta and additional areas of central Vietnam.

Community IPM: During the present phase of the FAO Programme, a wide range of follow-up activities has been offered to FFS graduates in 121 pilot Community IPM villages in 19 provinces, including farmer-participatory IPM village planning meetings; follow-up FFS in rice disease management, rat management, and golden snail management; farmer Training of Trainers courses, with FAO support for farmer-trainer meetings during locally-funded farmer-to-farmer FFS; field studies planned and carried out by farmers to find solutions for production problems, with technical meetings for sharing study results with others in the community; and farmer-participatory IPM impact evaluation.

Organisation: The Plant Protection Department (PPD) of MARD (Ministry of Agriculture and Rural Development) is responsible for coordinating and implementing Vietnam's National IPM Programme, which started in 1992. Provincial Plant Protection Sub Departments (PPSDs) manage the IPM programme at the local level and organize Farmer Field Schools (FFS) and follow-up activities for FFS graduates. 

Three Asia regional FAO IPM programmes--one for rice, one for vegetables, and one for cotton--support, and are implemented through, the Vietnam National IPM Programme. Through the FAO Intercountry Programme for IPM in Rice in South and Southeast Asia, the Government of Australia (the major donor) supported the National IPM Programme 1992-1998. The Government of Norway is the donor for the Vietnam component of the 1998-2002 Phase IV of the rice programme, which is called Community IPM. The Netherlands-funded FAO Intercountry Programme for the Development and Application of Integrated Pest Control in Vegetable Growing in South and Southeast Asia supports additional IPM research and extension activities in vegetable crops; Phase I covered the years 1996-2001. Vietnam is also a member of the European Commission-funded FAO-EU Programme for IPM for Cotton in Asia, with Phase I running from 1999-2004. 

The FAO rice IPM programme will end in 2002. Donor support for the further development of rice IPM within the National IPM Programme will be provided on the long term under the IPM component of DANIDA's Agricultural Sector Programme Support. DANIDA IPM is expected to operate in about half of Vietnam's provinces.
